Tournament Rules
December 27 – December 30 
Teams
Ø      Participants agree that the risk of injury from the activities involved in this program is significant, including the potential for permanent paralysis and death, and while particular rules, equipment, and personal discipline may reduce this risk, the risk of serious injury does exist.   It is highly recommended that all teams and participants provide their own insurance either through the Canadian Amateur Recreation Hockey Association or a preferred other.
 
Ø      Teams must have minimum of 12 registered players to a maximum of 21 registered players on the roster. Teams must have at least 8 players (including goaltender) to a maximum of 21 players dressed per game.
 
Ø      In the event a team falls short of the required players, the team will default and the opposing team will be granted a 2-0 victory.
 
Ø      Professionally and semi-professional (defined as players who are paid) players will not be permitted to play in the Canadian Multicultural Hockey Championships.
 
Ø      Each team must have a designated General Manager and Assigned Head Coach. A Player coach will be permitted. 
 
Ø      Each team must also provide a qualified trainer and must be on the bench during the games. A team first aid kit is mandatory.
 
Ø      Each team must designate 1 captain and 2 alternates.
 
Ø      Participating players must be Canadian or be of Canadian status. Foreign players are not eligible.
 
Ø      All players participating in the tournament must be 18 years old as of December 27. Underage players will be permitted provided that the underage player(s) (minimum 16) legal guardian sign a release, indemnification release agreement.
 
Ø      The “RIGHTS” to each player will belong to the team of the individuals cultural/heritage background. Individuals can only participate on teams of their cultural background and will not be permitted to play on opposing teams.
 
Ø      Players with a mixed cultural background will be designated as players with “special privileges” These players can choose which teams of cultural background to play for if chosen by the teams. Once signed to the team of preference, these players would lose their “special privileges” status and will become a member of that team and can no longer play for another (unless released). In the event of a player with mixed heritage refuses to play for the rights holding team, he/she may be placed on a non active roster which will not count against the maximum players permitted. In the event that the non active player wishes to return, the rights holding team must activate him on their roster or release the player.
 
Ø       Mixed Cultural Background is determined by the lineage of the grandparents and verification may be required if deemed necessary by a director of the Canadian Multicultural Hockey Championships.
 
Ø      Teams may register ONE IMPORTGOALIE per team if required. If the goalkeeper is of a cultural background of a community not participating in the tournament (Example: Sweden) the goaltender will be deemed a free agent and can be signed without a waiver. 
 
Ø      In the event that a goalkeeper is of cultural background of a participating team, (example: Italian) the RIGHTS HOLDER must give written permission to the interested team. If the RIGHTS HOLDER denies a release, the RIGHTS HOLDER is obligated to sign the goaltender to their roster. The RIGHTS HOLDER must guarantee the goaltender to the roster.
 
Ø      Teams will be permitted to register two “ICON” player per team. An “Icon” player is defined as a player who has had at least twenty-five games or more played in the National Hockey League. 
 
Ø      Any team who is found to have an ineligible player in the tournament game(s) shall have the games defaulted. The Tournament Directors may take further actions against the offending team depending on the severity of the infraction. 
 
Ø      In cases of dispute of ineligible players, it is the responsibility of he protesting team represented by the TEAM GENERAL MANAGER to provide PROOF BEYOND A REASONABLE DOUBT against an offending team. If PROOF cannot be justified to the Directors of the Tournament, the PROTESTING team will be penalized by a DEFAULT of their first win in the tournament.
 
 
An Ineligible Player
 
Ø      A player or individual not previously registered with the team
Ø      A player or individual not of the cultural background of the registered team.
Ø      A player or individual not of designated age (without waiver form)
Ø      A foreign player, not of Canadian status brought in from another country to participate in the tournament.
Ø      More than one registered “ICON” type player on a team.
 
 
TEAM UNIFORMS
 
Ø      Participating teams will require HOME and AWAY uniforms with matching socks.
 
Ø      Players names may appear on the back of sweaters if required.
 
Ø      Sponsors may appear on team uniforms, but will not be permitted to replace the NAME of the team. Example: Joe’s Bar and Grill cannot be the team name.
 
Ø      Team uniforms will not be permitted to have triple digits and or fractions on the sweaters. Example: 113 or 11 ½
 
 
PLAYING RULES
 
Ø      Any tournament game(s) that results in a default, the final score will be recorded as a 2-0 victory for the non-defaulting team.
 
Ø      All equipment worn by players must be CSA approved. Goalkeepers shall be required to wear a CSA approved hockey helmet which a CSA approved facial protector has been securely attached and not altered in any way. It is recommended that all goalkeepers wear a throat protector. All players must wear a CSA approved helmet with a chin strap properly fastened under the chin.
 
 
Ø      All games will consist of three periods (10,10, 10) minute stop time) periods where at the end of the period, teams shall exchange ends. In the playoff rounds, games will consist of three periods (12, 12 & 15 stop time). There will no overtime in the preliminary round in the event of a tie. 
Ø     
Ø      A mercy rule will be in effect in which a game will go to RUNNING TIME if there is a FIVE goal spread. There will be no reverting back to STOP TIME for the balance of the regulation game.
 
Ø      If a player is assed a penalty during STOP TIME and during the penalty the clock goes into RUNNING TIME under the MERCY RULE, the penalized player(s) will be allowed to return to play at the designated time of penalty expiration.
 
 
Penalties & Infractions
 
                        Minor Penalties                   2 Minutes
                        Major/Match Penalties       5 Minutes
                        Misconduct Penalties       10 Minutes
 
Ø      Any player who is assessed three penalties in one game shall be ruled off the ice for the remainder of the game (Game Ejection Penalty). A DOUBLE MINOR will be considered as two penalties. Misconduct penalties are included in the 3 penalty rule and are considered as one penalty.
Ø      Balance of the Game: Suspension. A referee or linesman may at his discretion have any player/coach/manager/team official removed from the game at any time. This will be done when in the referee opinion any player/coach/manager/team official is acting in an unsportsmanlike manner and whose actions may result in a player being injured or harassed. The suspension will be for the balance of the game being played and a BOG will be displayed on the game sheet. The player receiving this infraction will be removed for the balance of the game being played only.
 
Penalty Types
 
Ø      Rule 32(C) A Game Misconduct penalty assessed under rule 46, Abuse of Officials, does not incur automatic suspension unless it occurs in the last 10 minutes of a game (including overtime) in which case the penalized player shall be suspended for a minimum of the next game.
 
Ø      Major Penalty Rule 30 (a) A player including a goalkeeper, assessed a Major Penalty shall be ruled off the ice for the remainder of the game (Major penalty plus Game Misconduct). An additional suspension(s) may be assed by the Tournament Directors based on the severity of the infraction. Note 1: The exception to this rule is when a Major penalty has been assessed for an ACCIDENTAL high stick, in which the Game Misconduct shall not apply.
 
Ø      Gross Misconduct Penalty, Rule 33 – Any player or team official incurring a Gross Misconduct penalty shall be ejected from the game and will be suspended for a minimum of the next tournament game.
 
Ø      Match Penalty, Rule 34 (a) – Any player or team official incurring a Match penalty shall be ordered to the dressing room immediately for the balance of the game and will not be permitted to take part in any further tournament games pending a review by the Director of the Tournament.
 
Ø      Fighting, Rule 58 (a) A Match penalty and tournament suspension shall be assessed to any player who is identified by the referee as the instigator or the aggressor in a fight. The opposing player may be assessed a Match penalty if he fights back or continues the altercation (tournament suspension), a Minor penalty or no penalty at all depending on the circumstances. Note 1: If two players drop their gloves simultaneously and throw punches, both players will receive Match penalties and ejected from the tournament indefinitely. If a player is assessed a fighting major penalty after the 2nd game of the championships, those players shall be suspended and not permitted to play in the following championships.
 
Ø      Boarding and Body Contact, Rule 49 (a) A Minor or Major penalty, at the discretion of the Referee, based on the intent and the violence of the impact with the opposing player, shall be assessed to any player who intentionally bodies, pushes, shoves, stands in front of an opponent for the purpose of making contact and/or does not attempt to avert body contact with an opponent. When injury results from intentional body contact, major penalty shall be assessed.
 
o       Rule 49(b) – In the event that a player, by committing an infraction of the rules, causes an opponent to collide with the boards, the Minor Penalty normally assessed under the rules will be waived, and a double minor penalty shall be assessed. The Major and/or Match penalty applicable to the rule will be assessed in a normal manner. Note 1: The Double Minor penalty assessed under this rule shall count as two (2) penalties in the application of the Three-Penalty Rule, Rule 25(f).
o       Rule 49 (c) Where, in the opinion of the Referee, accidental contact has taken place, no penalty shall be assessed.
 
Ø      High Sticking: Rule 61(a) - A minor penalty shall be assessed to any player who checks an opponent or intimidates an opponent while carrying his stick above the normal height of the waist.
 
o       Rule 61(b) A player who accidentally or intentionally contacts an opponent above the normal height of the shoulders with a high stick shall be assessed a Major penalty, whether or not injury results. Note 1: A player who is assessed a Major penalty for intentionally contacting an opponent shall also incur a Game Misconduct under Rule 30. The Game misconduct shall not apply to players assessed a Major penalty for an accidental high stick, except when injury results, then the game misconduct shall be assessed.
 
o       Rule 61 (c) – A Match penalty shall be assessed to any player who deliberately attempts to injure or deliberately injures an opponent with a high stick.
 
 
 
Ø      Players and/or Team Officials who by virtue of penalty(ies) assessed, are suspended, are suspended for the balance of the game and any further game(s) and will not be permitted in the playing area. Failure to comply with this rule may lead to further action against the team and person(s) affiliated with the team, including assessing Delay of Game penalties.
 
Player Conduct
 
Ø      Any player deemed intoxicated by the tournament directors or on ice officials will be removed from the game and will be suspended for the remainder of the tournament.
Ø      There will be absolutely no drinking of alcoholic beverages on the arena premises. Anyone drinking on the premises faces expulsion from the tournament per the request of the arena facilities manager.
Ø      At no time will verbal or physical abuse (including racial slurs) will be tolerated during the tournament, on the premises or in the parking areas. Violators will be expelled from the tournament. At no time will a player abuse a Tournament Director, on ice officials, time keepers, fans or arena personnel.
Ø      The Referees are instructed to apply the rules firmly in regards to acts of violence.
 
 
SCORING AND TIE BREAKERS
 
Ø      A team will be awarded 2 points for a victory, 1 point for a tie, 0 points for a loss in the round robin preliminary rounds.
Ø      The playoff tiebreakers will be ordered as follows:
 
1.      Most Points
2.      Total Wins
3.      Goals Against
4.      Least Penalty Minutes
5.      Goal Differential
6.      Head to Head
7.      Better win-loss versus common opponents
8.      Better goals against versus common opponents
 
Ø      Ties in the quarter-finals, semi finals and finals will be broken by the CMHL’s SHOT GUN FORMAT.
 
 
3X3 SHOTGUN FORMAT (Playoff Rounds)
 
Ø      Each team will assign 3 skaters and one goalie to start the overtime period.
Ø      Play will be continuous with no stoppage of play. Clock will countdown from 10:00 to zero or until a goal is scored.   Players can only be replaced after 2:00 minutes. Play will not be stopped.  If a goal is not scored, a three skaters must be replaced by another three players and for an additional 2:00 countdown. If a goal is not scored, then these players must be replaced by a third set of skaters. 
Ø      Skaters previously played cannot return unless all players have participated in the overtime. This concept will continue until a goal is scored.
Ø      Goaltenders must play the puck and must release it within three seconds.
Ø      No off-sides
Ø      No Icings
Ø      No Substitution of Players (players who started must remain on the ice at all times for the duration of the 2:00 minutes)
Ø      Goaltenders will be permitted to venturing outside of the goal crease and may play the puck as a skater.
Ø      First Goal Wins –
 
Stoppage of Play in Shotgun (When the referee stops the play…)
 
Ø      Penalties:       Players penalized in shotgun will receive one minute for a minor infraction –(running time)
Ø      If a player is serving a penalty at the end of regulation time, the penalty will continue in the overtime.
Ø      Puck out of play: Referee will drop the puck in the appropriate zone within ten seconds of the stoppage of play. 
Ø      Injury:    The referee will only stop the play if a player is unable to remove himself from the ice. If the injured player cannot continue, the opposing team must remove one player from the ice surface to balance out the remaining time. Once removed from the ice, players cannot return and no substitutions will be permitted. Teams will now play 2X2 with a goalie.
Ø      If the injury is caused by a major infraction (body contact, slashing etc), the offending player is suspended for the balance of the game and possibly the tournament. If the injured player cannot return, the offending team must play 2 man short (1 skater and 1 goalie), while the injured players team must play one man short (2 skaters and a goalie).
o       1 skater and 1 goalie must remain on the ice at all times. 
o       In the event that a team is penalized when only one skater is on the ice, the opposing team will receive a penalty shot. The Coach can assign any player on the ice to take the penalty shot.
