The season will consist of approximately one game per week per team, starting in April and ending in May, with playoffs in late May or early June. The exact schedule may vary slightly depending on the number of teams, rink availability, spring break, holidays, and other scheduling concerns. Every attempt will be made to provide equity in league scheduling. 1.1 High School Hockey Committee The SKAHA High School Hockey Committee shall be chaired by the High School Hockey League Commissioner. The committee shall be responsible for organizing and administering the Western Washington High School Hockey league and program. The High School Hockey Committee will be composed of at least the following members: • High School Hockey League Commissioner • SKAHA Board High School Hockey Liaison (non-voting position) • Representative designated by each League Team The High School Hockey League Commissioner schedules and presides over all High School Hockey Committee meetings and shall have voting privileges on all motions. The SKAHA Board High School Hockey Liaison is a non-voting Committee member, responsible for facilitating communication with the SKAHA Board of Directors. The High School Hockey Committee responsibilities are as follows: 1. Creating and implementing league rules, regulations, budgets, and other policy or financially related High School Hockey information. 2. Promoting the growth and development of High School Hockey programs in Western Washington and throughout the state of Washington. 3. Assisting local volunteers with school contacts, creation of league teams and any other information that helps individual teams establish good relations with their local area schools. 4. Establishing guidelines for combined teams involving two or more High Schools. 5. Developing a spring schedule of league and playoff games. 6. Assisting league teams with administrative issues, and address individual team concerns or issues arising during the season. 7. Ensure that all High School league teams, coaches, and players meet the requirements of the league, Washington Interscholastic Activities Association (WIAA) and USA Hockey registration and report any deficiencies to the League Commissioner and SKAHA registrar. 8. Disseminate all pertinent league information to team players, parents and coaching staff. 1.2 High School Hockey League Commissioner This section describes the selection process, back-up, qualifications, and responsibilities for the Western Washington High School Hockey League Commissioner position. 1.2.1 Selection Process The SKAHA Board of Directors will appoint a volunteer High School Hockey League Commissioner. Persons interested in volunteering for this position should address a letter of interest, including a summary of qualifications, to the SKAHA Board of Directors. The Commissioner position will be reviewed prior to August 1 of each year. Persons wishing to return for another year of service will be encouraged to do so, and will receive a performance review. Based on that review, the incumbent Commissioner may be retained without opening the position to other candidates. 1.2.2 Backup The SKAHA Board Hockey Committee Chairperson will serve as backup to the High School Hockey League Commissioner. 1.2.3 Qualifications The Western Washington High School Hockey League Commissioner should possess strong communication skills, and must be generally accessible (email, fax, etc. desirable) to resolve coaching, player, team, scheduling, and any other league issues or problems that come up throughout the season. 1.2.4 Responsibilities 1. Schedule and preside at regular meetings of the SKAHA High School Hockey Committee. 2. Facilitate communications between team representatives, coaches, and the SKAHA Board of Directors. 3. Coordinate and facilitate communications between the WIAA, School Districts, Schools and staff, and chartered teams or parties interested in chartering teams. 4. Assist High School teams and coaches with adhering to all rules and regulations of USA Hockey, PNAHA and SKAHA. 5. Coordinate with local hockey associations and ice rinks for the acquisition of game ice sufficient to accommodate one game per week and including playoffs. 6. Assist High School teams with disciplinary or complaint actions associated with players, coaches or parents. 7. Provide feedback to the Officiating Representative on officials’ performance and conduct during league games. 8. Work with local facilities and High School Hockey Committee to ensure adequate security for crowd control. 9. Attend as many High School League games as possible, and be prepared to provide reports to the SKAHA Board and High School Hockey Committee as may be required. 10. Maintain records of all team rosters and league game score sheets. 11. Ensure that Game Misconduct penalties and other disciplinary issues are properly handled and suspensions served. 12. Coordinate and facilitate communications between the WWHSHL and other High School Hockey programs in Washington. 1.3 Team Participation Requirements Teams must meet the following guidelines to be eligible for participation in league play. Any deficiency or violation of these guidelines may result in game forfeiture or team expulsion from league play. 1. Prior to the start of league play, each team must submit a charter fee to be determined yearly by SKAHA. There will be two team fees assessed which will be used to purchase ice time and pay for league game expenses (referees, security). League game expenses are also funded by SKAHA through gate receipts. 2. No new team can be chartered after March 1st. 3. All teams, players and coaching staffs must register with USA Hockey and shall abide by and act in accord with the Constitution, By-Laws, rules and regulations, and the decisions of the Board of Directors of SKAHA, PNAHA, USA Hockey and the Washington Interscholastic Activities Association. All team activities shall adhere to USA Hockey rules and regulations. 4. Participating teams must be affiliated with local area High Schools. The High School Hockey Committee will set terms for affiliation. 5. Teams must be willing to participate in league games as scheduled by the WWHSHL. 6. High School Hockey teams will be formed around geographic boundaries and student bodies of local area High Schools. Players are only eligible to play for the High School they attend, provided their school has a league team. Players attending High Schools without league teams are eligible for the school whose geographic boundaries they reside. Private school and Home schooled players will be rostered on a team according to their address. All other High School students interested in playing High School hockey must contact the High School Hockey Commissioner, and will be assigned to a league team based upon need and location. Players assigned to teams will remain with that same High School team throughout their High School career, unless the player changes schools, moves to an area with a team, or a new team is created at the player’s High School or Dist

League Standings Per the PNAHA Rules, USA Hockey Annual Guide and the WWHSHL rule book

A. Points for games shall be 2 points for a win, 1 point for a tie, 1 point for sportsmanship (12 penalty minutes or less), and no points for a loss. In tiebreaker situations each tiebreaker is used until ALL tied teams are placed. If two teams are still tied after any tiebreaker, all teams must move on to the next tiebreaker. Standings will be determined as follows:

1. Most points obtained

2. If two or more teams have an equal # of points, standings will be determined by the results of the games played between the teams tied:

a. Most wins in League Play

b. Fewest Losses in League play

c. Most points acquired in the games

d. Subtracting goals scored against from goals scored in these games.

e. Dividing the goals scored in these games by the goals scored against. a quotient involving dividing by zero (0) has higher standing than a quotient dividing by any number other than zero. Where two or more teams have no goals against and the quotient tie-breaker is required, the teams shall be ranked high to low in descending order of 'goals for'
