League teams will register with Baseball NB for Intermediate (A or B) competition before the deadline established by that organization. Registration fees are the responsibility of member teams. 1.02 The league must file a copy of its constitution and by laws with Baseball NB on or before May 15th of the playing year.2.0 Registration of Clubs2.01 Clubs must register for league play by paying their registration fee, due on or before May 15th of the playing year. Upon registration with the league a club must abide by the constitution and by-laws of the league, Baseball NB and Baseball Canada2.02 All teams must submit the names of their manager and coaches or other contacts of their team with telephone numbers; cell numbers; as well as full mailing addresses; e-mail and fax numbers to league President prior to and no later than May 1st. 3.0 Registration of Players3.01 A player must sign a registration card each year prior to June 30th to be eligible after the date for play in the league3.02 A player is eligible to play only for the team which he is registered during the playing season.3.03 To be eligible for league playoffs, a player must play in six (6) schedule league games played by the team with which he is registered. To play means that the players name appears on the official line-up card for the game involved and the player be present on the bench.3.04 All teams must have a minimum of fifteen (15) players registered.3.05 Each member club shall forward to the secretary/treasurer on or before June 30th of each year a registration list of all players and their status. Following the receipt of the player list, the secretary-treasurer will register the player list with Baseball NB3.06 The league has in place an affiliation agreement. Each team must follow the stated rules. Clubs may affiliate with Junior team, only unless, area has no junior team, then they may affiliate with midget team. (1) League teams must name affiliated teams at time of player registration of each playing year, on appropriate forms (June 30th). (2) With prior agreement of the affiliated team management, all players on identified affiliated teams will be eligible to play a total of six (6) games with the higher classification prior to league playoffs (3) On commencement of intermediate playoffs, teams must designate four (4) affiliated players on appropriate form with each being eligible to play a total of four (4) games in said playoffs. (4) Any affiliated player utilized in any playoff games, must have played at least eight (8) games with his team to be eligible to play. Intermediate team utilizing affiliated players are responsible for verification of above requirements. (5) Affiliated players must meet all eligibility and residency requirements of the MVBL. (6) Use of ineligible affiliated players may result (after investigation by league) in loss of game. Protest must be filed by offended team in usual manner. (7) No player will be contacted directly by higher classification representative. All request for players must come through appropriate lower team management.3.07 All players become free agents as December 31st of each year. 4.0 Fees and Dues4.01 Each club shall forward to the league secretary/treasurer on or before May 1st of the playing year a cheque in the amount of _________.(A) Entry fee (to be determined each year) will be used for the opening expenses of the league.(B) A performance bond of ($200). This amount will be returned to the club upon request at the end of the playing season, providing the club has met its obligations.(C) Statistician fee. An amount to be determined each year (currently $80 per team)(D) Insurance fee4.02 Any team failing to submit entry fee, performance bond, etc (as determined) shall be fined five dollars ($5) per day until such payments are received by secretary/treasurer.4.03 Money in access of six hundred dollars ($600.00) in the league bank account, at the close of the season may be returned proportionally to member clubs in good standing. 5.0 Official Scorer5.01 Each member club shall appoint an official scorer who shall fax to the league statistician, game reports and official line up cards, signed by the umpire by the following day, no later then noon, for all games.5.02 The name and the address of the official scorer of each club shall be registered with the secretary/treasurer and member clubs on or before May 15th of the playing year.5.03 Official scorers shall be guided by section 10.00 of Baseball Canada Rules5.04 Teams failing to comply with time frame established in 5.01 will incur a fine of $10 (ten dollars) per game played.6.0 Residence and Eligibility 6.01 For the purpose of this section on “residence” area means all that region within a fifteen (15) mile radius of a given city, town, or village measured from the nearest boundary point.6.02 A player is deemed to a resident of an area if he was a resident of the area on or before January 1st of the playing year affected.A player to be eligible for league play and playoffs, is required to be a resident of the area which his club is situated except:(1) A full time student is eligible to play in his place of ordinary residence or in the locality of his studies if he is a resident on June 1st in the area which the club is situated within the meaning of the constitution and by laws of Baseball NB. (2) A player who lives outside the area of an intermediate club may commute to play with any intermediate club.6.03 All final decisions with regards to eligibility will be the decision of the President with consultation with the Executive.6.04 Human rights may over rule our league and Baseball NB Executive as well.6.05 Team managers and players are required to respect the other teams territory (note there are cases that a player can be granted by the league permission to play for another team: (a) working away from his home area (b) his manager will not play him.6.06 A player playing one (1) game for a team is a property of that team unless it is against the league constitution. A player being released by a team must have approval to play for another team. 6.07 Players who played for a team outside his home area the previous year may still play for the same team if he wishes, even if his home team enters the league. If he wishes not to play for the same team; he must play for his home team.6.08 A new player wishing to play in the league must play for his home team; unless being released by his home team: League will approve6.09 A player leaving a team to play in another league is still the property of his home team, if he returns to the MVBL6.10 A player may appeal to the league executive for his release if his present team does not play him. The Executive has the right to decide after checking stats etc. of said player. If his team refuses to release him they will be suspended from the league. All players have the right to play.6.11 All players must return uniforms and equipment to his manager upon request. He is not permitted to play for another club unless doing so. The manager should collect all uniforms, equipment, etc, at the end of the season.7.0 League Play7.01 A club should have no more than twenty-one (21) players on the bench at one time-the coach shall be considered one (1) of the twenty one if he is registered as a player. Only uniformed players and team officials, I.E. coaches, scorer or club official and bat boys shall be permitted on the bench: All uniforms shall be numbered.7.02.1 Clubs must have a least eleven (11) players in uniform for each game. Teams appearing with less than this number will be fined fifteen dollars ($15.00) upon receipt of a report to the President by the league statistician.7.03 A schedule for league play shall be drawn up and approved by all teams by May 1st.7.04 The final schedule of games for playoffs shall be determined at a special meeting, for that purpose, scheduled during the month of April.7.05 Following the establishment of the schedule in April, changes shall be made only with the approval of the President of the league.7.06 Starting time of games shall be set by the home team when the schedule is approved.7.07 Postponed league games shall be re-scheduled within 48 hours of the original playing date and replayed within fourteen (14) days. When this does occur, the president of the league shall establish the play, by way of a conference call, with all parties concerned: (1) if games are not played for whatever reason the President must rule on the games not played for the purpose of eligibility of players. (2) President shall notify all teams of eligibility of players prior to post season play.7.08 Teams that do not complete their regular season schedule will be subject to a fine of one hundred and fifty dollars ($150.00). If one team is deemed responsible by the president for not playing, that team will pay both fines. 7.09 Clubs assessed fines in accordance with section 7.08 of the By-laws will be suspended from further play until such fines are received by the secretary/treasurer. 7.10 The host club shall vacate the playing field thirty (30) minutes prior to game time so that the visiting team shall have twenty minutes (20) for practice. The field should be clear of both teams a minimum of five minutes (5) prior to official start time.7.11 The home team shall notify the visiting team no less that four (4) hours before game time if the game is to be postponed due to weather conditions. If the visiting team is not notified of the postponement and travels to the home team’s location to find that the game has been postponed, the home team shall pay the visiting team one hundred dollars ($100.00) in addition pay all game expenses.7.12 Only those baseballs approved by Baseball Canada and Baseball NB shall be used: ROML Rawlings are the official balls of MVBL7.13 Umpires shall be members of Baseball Canada’s Umpires Association.7.14 Umpires shall be appointed by the umpires association.7.15 Umpires shall be paid by the home club.7.16 Two (2) umpires shall be used for all league games.7.17 Lineup cards shall be used in league and playoff games.7.18 The league utilizes the designated hitter (DH) rule. Each team may choose whether to use the DH or not as part of each game. Teams will be governed by Baseball Canada for substitution on the DH rule.7.19 All teams to utilize baseball bats as per league and Baseball NB.7.20 All intermediate single games shall be seven (7) innings with 10 run mercy rule after five (5) innings.8.0 Team and Individual Trophies and Awards 8.01 Team and individual awards shall be presented at the close of the regular season:(A) New Brunswick Intermediate Baseball League Regular Season Winner(B) New Brunswick Intermediate Baseball Championship Winner(C) Statistical: (1) Batting championship (based on regular season play) the winner must have no less than the total of the number of league games times 2.46 (ie 28 game schedule x 2.46 = 69 plate appearances)(2) Pitcher with best E.R.A based on the league number of games times (1) ie 28 game schedule the pitcher must have at least 28 innings pitched)(3) Stolen bases(4) Runs Batted In(5)Most strike outs(6) Pitcher should be on E.R.A. times the number of games with a minimum one inning for each game scheduled.\(7) Home run leader Voted Awards:(1) Rookie of the year(2) Best Defensive Player(3) Coach of the year(4) Sportsmanship and ablilty…Player of the year(5) Most valuable player(6) Pitcher of YearAll Star Team One all star teamWeeklyPitcher of the weekPlayer of the week ALL WINNERS TO BE DETERMINED BY THE STATISTICIAN9.0 Playoffs9.01 Unless otherwise stated in this section, by-law 7.00 shall apply for all playoff rounds.9.02 Before each playoff round, the league President, in consultation with the teams involved shall set dates and times of all games for the playoff rounds.9.03 The club finishing the league schedule with the highest percentage shall have the odd game in each playoff round9.04 League playoff format:(A) To start two (2) days after final league game(B) 2 on, 1 off, 2 on format, within reason(C) 2 days off between rounds9.05 Home games in the playoffs round shall alternate from club to club and official game ending in a tie, shall not affect the rotation of games from one club to another club. That is, if Club A gets the opening game of a playoff round and the game ends in a tie, the next game goes to club B and the rotation continues until one team wins the deciding game, IE three of five or four of seven (3/5) or (4/7)9.06 Three umpires should be used for all playoff games (2 for sure, 3 if available)10.0 Protest 10.01 The decision of a club to complete a game under protest shall be announced immediately by the umpire and the protest shall be filed with the league President, in writing, and post marked not later than twenty four (24) hours following completion of the game under protest. Protest will not be considered that do not meet these conditions: A protest must be accompanied with a check in the amount of fifty dollars ($50) to be forfeited to the league treasurer should the protest not be upheld. If the protest is upheld the fifty dollars ($50) protest fee will be returned. 10.02 The President will not accept a verbal protest. 10.03 Upon receipt of a protest, the President shall render a decision and inform the parties concerned of his decision.10.04 Protest of an umpire judgment will not be considered.10.05 Protest which is the opinion of the President are based on technicalities which have no bearing on the outcome of the game shall not be considered.10.06 The President may “award a game” following investigation of a protest.10.07 Any expenses incurred by replaying a game shall be born by the offending team.11.0 Appeals11.01Clubs belonging to the league may appeal a decision of the league to Baseball NB.12.0 Penalties12.01 A club playing, or attempting to play, an ineligible player(s) under assumed name in a regular or play-off game shall have all games where this has occurred declared lost, and shall be liable to suspension for the duration of the season. The onus of proof re: the use of a player under an assumed name rests with the club filing the complaint. 12.02 A fine of one hundred and fifty dollars ($150) shall be assessed against a team refusing to complete a game and the game shall be awarded to the opposing team. The fine will be paid to the secretary-treasurer within seventy-two (72) hours of the receipt by the secretary-treasure of the umpire’s report.12.03 Clubs failing to show for a game may be fined two hundred dollars ($200), after an investigation and may be subject to suspension for the remainder of the season.12.04 The president may apply section 13.00 of the Baseball NB constitution and the rules of Baseball, re: Baseball Canada12.05 A team failing to comply with section 5.01 of the by-laws is subject to a fine of five dollars ($5.00) per day for each day of non-compliance.12.06 Any team not sending a responsible voting delegate to a regular of special meeting of the league shall be fined fifty dollars ($50) with a minimum forty eight (48) hours advance notice of meeting.13.0 Honorariums13.01 An honorarium of (?) per year shall be paid to the president of the league.13.02 An honorarium of (?) shall be paid to the secretary-treasurer of the league.13.03 The league executive operating expenses shall be covered as per Baseball NB by-laws.14.0 Amendments14.01 The by-laws of the league may be amended by a vote of fifty percent plus one (50%+1) of the official voting delegates present at any annual meeting of the league or any special meeting called for that purpose. 14.02 Running for the catcher, when there are two outs, is allowed during the regular season but not allowed during the playoffs.14.03 In event of a ‘pandemic’ or community emergency and the Season Playoff Final cannot be played, the team which finished highest in the regular season will be declared the winner of the Final.
